Proceedings Publication Policy Change

Following the survey of the FEL community's opinion carried out at the end of last year by George Neil, and a lengthy debate by the International Executive Committee (IEC), the IEC has now decided that the proceedings of future conferences will be published on the Joint Accelerator Conferences Website (JACoW), and no longer in Nuclear Instruments and Methods in Physics Research A.

This web-site publishes the proceedings of a series of accelerator related conferences: the US Particle Accelerator Conference (PAC), the European Particle Accelerator Conference (EPAC), the International Linac Conference (LINAC), Asian Particle Accelerator Conference (APAC), the International Conference on Accelerators and Large Experimental Physics Control Systems (ICALEPCS), the International Conference on Cyclotrons and Their Applications (CYCLOTRONS), and Diagnostics for Particle Accelerators (DIPAC).

Changes for Conference Participants

The change in publishing policy implies everybody will have access to the proceedings of this and future International FEL Conferences and Users Workshops through the JACoW web-site. Access to this site is free of charge and subscription. Contributions are presented in Portable Document Format or pdf. A viewer for these documents may be downloaded for free.

Our aim is to make the contributions available to the general public as fast as possible. This implies:

  • Contributions will be made available through the FEL2004 website as soon as they have been processed by the proceedings processing office. We expect the first contributions to be available within a few weeks after the conference.
  • All conference participants of both the FEL Conference and Users Workshop will receive a CD with the contributions. The CD will be made after processing of all contributions.
  • In parallel all contributions will be copied to the JACoW web-site for future access. This site also provides a powerful search engine with a mirror in Europe and Asia.

Changes for Authors

The change in publishing strategy implies some changes for the authors of the FEL2004 of which the most important ones are:

  1. The Proceedings will be prepared entirely electronically. Guidelines are posted in the paper submission instructions. The layout will follow the standard JACoW format. Color images are permitted free of charge.

  2. More space for text in an article:
    • 4 pages for an oral or poster presentation.
    • 6 pages for an invited oral presentation.
    Note that the page-format of JACoW proceedings may contain up to 30 % more text as compared to the format used for the previous conferences.

  3. Faster publishing of the proceedings. In keeping with other conference proceedings published on JACoW, we aim to make the complete proceedings available as rapidly as possible. In order that the necessary checks and reviewing can be carried out by the editorial team and by the Program Committee (see below) as efficiently as possible, this will be done during the Conference.

    Accordingly the deadline for uploading electronic files to the conference website will be Wednesday August 25th, 2004.

    The electronic files of contributions to the Proceedings will be processed prior to and during the conference and authors will be informed of their acceptance without delay. To assist in the process of editorial checking paper copies of electronically submitted contributions must be handed in at the Paper Acceptance Desk at the conference.   4. Articles published in the conference proceedings will not have refereed status. However, all submitted articles will go through a process of "light" refereeing by the International Program Committee (IPC) to ensure minimum standards and readability. If necessary, the IPC may request modifications to an article before accepting it for publication.

  5. We encourage authors who, in addition to publishing in the conference proceedings, wish to have a refereed publication, to submit articles to a Special Edition of the online journal Physical Review Special Topics Accelerators and Beams (PRST-AB). Information and guidelines on this possibility follow below.

  6. The policy remains that only articles presented either orally or by poster at the conference can be accepted for publication.

Submission of Papers for Refereed Publication

We encourage authors who, in addition to publishing in the conference proceedings wish to have a refereed publication, to submit articles to the online journal Physical Review Special Topics Accelerators and Beams (PRST-AB). Accepted papers, which relate to contributions of the FEL2004 conference, will be issued in a special edition of this journal. Please note that for this option:

  1. Papers must contain additional material to the paper published in the conference proceedings. Typically the article may follow the same structure as the article presented to the FEL2004 conference, but should contain extra theory, modeling, data, or data analyses.
  2. Authors must submit their manuscripts directly via the PRST-AB submission website.
  3. Papers will go through the standard independent refereeing process of PRST-AB.
  4. Papers will be accepted up to four months after the conference.
  5. The issuing of a Special Edition is subject to a minimum number of papers being accepted.

To allow the necessary coordination with PRST-AB, authors are requested when they submit papers for the conference proceedings to identify whether they also intend to submit an extended article to PRST-AB.
